SLO: Critical for Electrical Safety
Cases of electrical short circuits are not uncommon in Indonesia. For this reason, everything regarding electricity must be considered safe. The state even regulates this by requiring an Operational Worthiness Certification (SLO) for electricity safety.
Those of you who are electrical producers or contractors must have this certification. So how do you get it? Find the answer in the following discussion!
What is SLO or Commisioning Certification?
The competent authority issues an SLO, a document confirming an installation meets specific safety and technical requirements, indicating its safety and operational readiness.
It is explained more clearly in Minister of Energy and Mineral Resources Regulation Number 38 of 2018. The ministerial regulation states that SLO is proof of formal recognition of electrical power installation. The installation is said to follow its function based on the conditions set.
Failing to meet the installation requirements guarantees the SLO will not be issued. This, in turn, renders the company or building unusable. In simpler terms, the whole operation is grounded if the SLO isn’t met.
Benefits of Implementing SLO
There are several benefits you can get if you complete the SLO. The following is a list and explanation:
1. Compliance with Safety Standards
Certificate SLO shows that the electrical installation meets the safety standards of regulatory bodies or competent authorities.
Thus, possession of an SLO helps ensure that the installation has been tested, inspected, and meets relevant safety requirements. Thus reducing the risk of accidents or incidents.
2. Operation Reliability
Electrical installations with SLO are considered able to operate reliably and efficiently. This certificate shows that the installation has been inspected and tested to ensure all components and systems function properly.
3. Protection against Legal Liability
Ownership of an SLO can provide legal protection to the owner or manager of an electrical installation. In the case of an incident or accident, the existence of an SLO shows that the owner or manager has carried out his obligations to ensure the installation meets safety standards. This can help reduce the risk of legal liability that may arise.
4. Improved Reputation
Commisioning certification can improve the reputation of electrical installations. Ownership of an SLO demonstrates a commitment to safety, quality, and operational reliability. This can build trust between customers, business partners, and other related parties in electrical installations and increase competitive advantage in the industry.
What is Required to Obtain Commisioning Certification?
There are several requirements that you must fulfill to get an SLO. The following are requirements based on the type of installer:
1. Low Voltage Installation SLO Requirements
Low voltage installation means belonging to the owner of a voltage of 50 – 1,000 volts. The following are the requirements:
- Complete the identity of the installation owner who wishes to register;
- Clear installation location;
- Type and installation capacity;
- Drawings for installations issued by electric power planning consulting business entities or other related agencies;
- Equipment to be installed.
2. SLO Requirements for Medium and High Voltage Installations
The requirements for SLO for high and medium-voltage installations are as follows:
- Official business permit that has been proven by Business Identification Number (NIB), Business Permit, and Location Permit
- Have an operating license and also the identity of the owner of the electric power installation
- Precise and suitable installation location
- One line diagram
- Images and clear installation layouts
- Appropriate installation type and capacity
- Precise main installation equipment specifications
- Precise technical specifications and standards
3. Procedure Flow for Obtaining Operational Eligibility Certification
After fulfilling these requirements, you can start applying to get an SLO. What is the flow of the SLO creation procedure? The following is the explanation:
- Prospective customers submit SLO applications on the Ministry of Energy and Mineral Resources website. You can also contact the Accredited Electrical Power Engineering Inspection Institute, trusted and guaranteed by the government, such as PT Sucofindo.
- After submitting to the page, you can wait for the verification email. This email will contain a link for you to click for validation.
- Then, the relevant party will send you an email containing registration information, whether it was accepted or not, along with the agenda number.
- Wait until the institution contacts you to confirm registration payment. The following information is regarding the implementation of inspections and tests during installation.
- Once everything is complete, the inspection and testing agenda will be carried out. Everything will be done following Minister of Energy and Mineral Resources Regulation Number 38 of 2018.
- When all inspections up to testing have been done, the installation is declared suitable, and the SLO will be published immediately within three days.
- The certificate can then be used to make new connections or add power.
4. Know the Validity Period for the Operational Worthy Certification
The validity period for this certificate of operation worthiness varies. It all depends on the type of electrical installation. To make it more transparent, here is a brief overview:
- Electrical power supply installations have a validity period of 5 years;
- Electric power transmission and distribution installations have a validity period of 10 years;
- Installations for the use of medium voltage and high voltage consumer electricity, the validity period is 15 years;
- Installations that utilize low-voltage consumer electricity have a validity period of 15 years.
Who Needs Operation Eligibility Certification?
The fundamental question regarding this certification is: do all business entities need an SLO? This document is mandatory for business entities or business activities that provide electricity. Suitable for low to high voltage.
Several electrical power installations are required to obtain SLO. Here is the list:
1. Buildings or Buildings that Use Electric Power
This electrical voltage installation is divided into several classifications. Among other things, the low category is 50 – 1,000 volts. Then, there is medium voltage, namely 1,000 – 35,000 volts. Lastly is high voltage, namely 35,000 – 245,000 volts.
2. Electric Power Generation
What this means is activities that produce electrical power.
3. Power Plants Running a Business
This means a power plant that has a business or produces electricity.
4. Electric Power Transmission
This implies a distributor of electric power that uses a transmission system.
5. Electric Power Distribution
This means that it is a distributor of electric power from the generation area to electricity consumers.
6. Sales of Electricity
Lastly, the business of selling electricity to consumers. You can apply for the issuance of an SLO to the Accredited Electrical Power Engineering Inspection Institute registered with the Ministry of Energy and Mineral Resources. Currently, there are 40 registered institutions, one of which is PT Sucofindo.
SUCOFINDO has issued various SLOs in several business sectors. It is including in the fields of manufacturing, oil, gas, and agriculture. You don’t need to hesitate because the government has trusted PT Sucofindo for its excellent and reliable services.
